Government of the Hong Kong Special Administrative Region – Consultancy Study on the Development of the Hong Kong Film Industry
SPI was retained by the Government of the Hong Kong Special Administrative Region to explore and identify possible goals of the Hong Kong film industry and to recommend strategies for achieving those goals.

National Chamber of Commerce, Poland – Tax Incentive Proposals
SPI was tasked by the Polish Chamber of Commerce to analyse the environment in Poland for the possible introduction of a new tax incentive, including an assessment of the effectiveness of other tax incentive systems and providing a set of recommendations for what might work in Poland and benefits to be derived.

AFC and FFA – Merger Advice
In separate assignments, SPI advised both the Australia Film Commission and Film Finance Australia on the best way forward to implement government policy which required the two agencies (development and production finance) to merge.
Department of the Arts & Culture, Republic of Ireland – Irish Film Board Assessment
SPI was hired to assess the organisational structure and capabilities of the Irish Film Board and recommend a new structure that would enable it to meet the demands of the Kilkenny Report, which contained actions required to develop the sector.
British Film Commission – London
SPI has conducted numerous assignments for the British Film Commission, including creating its original strategic business plan, focussed on marketing the UK’s film and television sector.
East Anglia Film Archive – Development Strategy and Audience Development Plan
This was an assignment to evaluate the potential for the growth of the archive as well as possible avenues for its commercial exploitation. In particular, this study examined opportunities for the digitisation of existing content in order to provide wider public access.
Film i Väst, Trollhattan, Sweden – Five-year strategy
SPI undertook a general review of the West Sweden Film Fund and Commission to develop a second 5 year strategy (having been involved in the first strategic plan). SPI also designed and ran a Business Strategies Symposium for Scandinavian film, television and new media producers.
