Production and Infrastructure Capacity Analysis (PICA) Study of Greater São Paulo

Location: Greater São Paulo, Brazil

Commissioned by the Spcine Observatory, this Production and Infrastructure Capacity Analysis (PICA) assessed the competitiveness of São Paulo in the context of the global market, as well as the region’s current capacity to host domestic and inward productions. The was achieved by conducting over 20 confidential consultations with industry and government stakeholders, reviewing existing research, as well as surveying over 100 filmmakers working across Greater São Paulo.

The strengths identified through the assessment include Spcine’s cash rebate programme (now approved for a second edition with a quadrupled budget), the experienced industry professionals based in São Paulo, and the strong service sector that is well-equipped to accommodate international cast and crew.

SPI also outlined key recommendations to maximise opportunities for growth, including a high demand for investment into studio space and modern production equipment, and a need for more specialised training programmes to meet the demand for skilled workforce in the region.
