SPI and Association of Film Commissioners International Publish Major Update of Best Practice in Screen Sector Development Study

OlsbergSPI (SPI) in partnership with the Association of Film Commissioners International (AFCI) have published the updated Best Practice in Screen Sector Development study.

Originally launched in 2019 at AFCI’s 43rd Cineposium conference, the original Best Practice in Screen Sector Development study was a first-of-its-kind analysis of the strategies, policies, and other interventions used by governments around the world to maximise their share of the screen production market.

The new report represents a full update and expansion of the original study, which looked at best practices in production incentives, workforce capacity, infrastructure and film-friendliness. This version also includes research on diversity, equity and inclusion, sustainability, and partner engagement and demonstrating the value of the screen sector.

Across the seven areas of best practice, this report investigates a wide range of strategies employed by governments, legislators, and industry stakeholders to foster screen sector growth in both established and emerging markets globally.

The report's key findings were presented by SPI’s Managing Director Leon Forde at the Global Film Commission Network Summit at Marché du Film – Festival De Cannes earlier this year. A key findings document will be available translated into 11 languages. The project was undertaken with financial support from Netflix.

Leon Forde, Managing Director of SPI, said:

“The latest report builds on the work started in 2019, updating it to address the current global landscape and the profound changes the industry has experienced over the past five years. We are thankful for the opportunity to collaborate with AFCI once again, helping ensure that these valuable insights can be applied across the sector and in various jurisdictions worldwide.”

Jaclyn Philpott, Executive Director of AFCI, said:

“We are proud to collaborate with SPI on this crucial update to the Best Practice in Screen Sector Development study. As the screen sector continues to evolve rapidly, it is vital that film commissions and governments have access to the latest insights and strategies to remain competitive and foster sustainable growth. This updated report offers actionable guidance on key areas such as diversity, sustainability, and inclusivity, ensuring that our industry is equipped to thrive in a global market.”
